About the Central Corridor Light Rail Transportation Project
The Central Corridor Light Rail Transportation Project (CCLRT) is a partnership between the Metropolitan Council, Metro Transit, Minnesota Department of Transportation, Ramsey County, Hennepin County, Counties Transit Improvement Board (CTIB), City of St. Paul, City of Minneapolis and the University of Minnesota. The Metropolitan Council is responsible for design and construction of the line. Metropolitan Council's Office of Diversity and Equal Opportunity is monitoring Disadvantaged Business Enterprise (DBE) participation. The Minnesota Department of Human Rights Contract Compliance, The Minneapolis Department of Civil Rights Contract Compliance and Office of Federal Contract Compliance Programs (OFCCP) will monitor Equal Employment (EEO) participation. EEO participation goals are based on geographic area in the state.
The 11-mile line will run on University and Washington Avenues between downtown St. Paul and Minneapolis, linking to the Hiawatha LRT line and the new Northstar commuter rail line. Plans are to open the line in 2014. The total cost of this project is $941 million. Funding is from the partners, a coalition of local foundations, and the Federal Government.

Because of the large number of potential hours on this project and because of the project partners' commitment to hiring people from the local communities in the Central Corridor, it was necessary to reexamine affirmative action goals for this project. We used the current construction goals for the 7 County Metro Area as the primary factor—this is the reasonable recruitment area for workers on the project. Using the same methodology as used to develop current construction goals, we developed goal data for the City of Minneapolis and City of St. Paul combined—this is the immediate recruitment area for workers on the project. To maintain consistency between both the immediate and reasonable recruitment areas, we used the same data source, the 2000 Census EEO Data Tool.
